全国人大代表、中国太保战略研究中心主任周燕芳就促进我国新能源汽车保险高质量发展提出建议。她表示，随着新能源汽车市场规模扩大和智能化技术快速普及，现行保险模式面临深刻挑战，亟须从制度、数据、技术标准等多维度进行革新。周燕芳建议，构建国家级智驾数据共享标准及平台。由金融监管部门牵头，联合产业各方研制智能驾驶中国安全标准，并从源头构建国家级智驾与保险数据交互平台，打通汽车制造、保险、检测机构间的信息壁垒，形成覆盖车辆全生命周期的可信数据闭环。加快智能驾驶相关法律法规的修订完善。适时启动《中华人民共和国道路交通安全法》《中华人民共和国保险法》等修订工作，明确L3级及以上智能驾驶模式下交通事故的责任主体认定规则。（金融时报）
